Both US, N. Korea hint at changing summit plans

북미가 다 정상회담 계획 변경 시사

The planned June 12 summit between U.S. President Donald Trump and North Korean leader Kim Jong-un in Singapore is less than 20 days away. But it is unclear if the meeting will take place as scheduled, as both sides are hinting at either delaying or even scrapping the talks.

6월 12일 예정된 도널드 트럼프 미국 대통령과 북한 김정일 국무위원장의 싱가포르 정상 회담이 20일도 채 남지 않았다. 그러나 회담 지연 혹은 심지어 취소 가능성까지 제기되면서 예정대로 회담이 열릴 지 여부는 불분명하다.

Choe Son-hui, North Korea’s vice minister of foreign affairs, lashed out at U.S. Vice President Mike Pence who threatened North Korea that it could end up with the Libyan model if “Kim Jong-un doesn’t make a deal.” U.S. National Security Adviser John Bolton had also triggered Pyongyang's fury for bringing up the denuclearization model of Libya.

북한 외무성 최선희 부상은 김정은이 제대로 된 협의를 하지 않는다면 리비아처럼 되고 말 것이라고 경고한 마이크 펜스 미국 부통령을 비난했다. 존 볼턴 백악관 국가안보보좌관도 리비아의 비핵화 과정을 언급해 북한의 분노를 산 바 있다.

In a statement released Thursday, Choe said she would make a suggestion to the supreme leadership to reconsider the summit with the U.S. “We will not beg for talks with the U.S.,” Choe said. “It depends totally on the U.S. whether we will meet at the discussion venue or at a nuclear face-off.” The North Korean diplomat’s statement expressed strong hostility toward the Libyan model and slammed Pence for mentioning it again after Bolton.

최 부상은 24일 성명에서 “미국과의 대화를 구걸하지 않는다”면서 “미국과 북한이 회담장에서 만날지 아니면 핵 대 핵의 대결장에서 만날지는 전적으로 미국에게 달렸다”고 말했다. 최 부상의 성명에서는 리비아 모델에 대한 강한 경계가 담겨 있으며 펜스가 볼턴에 이어 이를 제기한 것을 강력하게 비판하고 있다.

President Trump has also hinted at a change to the summit schedule amid rising concerns that Pyongyang is not ready to commit fully to denuclearization. Asked if the summit will proceed as planned, Trump said Wednesday, “It could very well happen. Whatever it is, we’ll know next week about Singapore.” U.S. Secretary of State Mike Pompeo said the U.S. was prepared to walk away from the negotiations if the Trump-Kim meeting goes in the wrong direction. “A bad deal is not an option,” Pompeo said in a written opening statement for a House of Representatives Foreign Affairs Committee hearing. “If the right deal is not on the table, we will respectfully walk away.”

비핵화에 대한 평양의 진정성이 갈수록 의심을 받는 가운데 트럼프 대통령도 회담 일정이 변경될 수 있다는 여지를 남겼다. 언론으로부터 회담이 정상적으로 진행되냐는 질문을 받자 트럼프 대통령은 “제대로 될 수도 있다. 무슨 일이 일어나든지 다음 주가 되면 싱가포르 회담에 대해서 알 수 있을 것”이라고 말했다. 마크 폼페이오 미 국무장관은 북미 정상회담이 올바른 방향으로 진행되지 않을 경우 미국이 회담장을 떠날 준비가 되어 있다고 말했다. 폼페이오 장관은 하원 외교위원회 청문회 연설문에서 “나쁜 협의라는 것은 있을 수가 없다”면서 “제대로 된 협의가 나오지 않는다면 우리는 정중하게 회담장을 떠날 것”이라고 말했다.

Pompeo also reiterated there will be no easing of sanctions against North Korea until it gives up its nuclear program. “We have made zero concessions to Chairman Kim and have no intention to do so,” Pompeo said. “Our posture will not change until we see credible steps taken toward the complete, verifiable and irreversible denuclearization of the Korean Peninsula.”

폼페이오 장관은 또 핵개발을 포기할 때까지 북한에 대한 제재를 완화시키지 않을 것이라고 재차 강조했다. 폼페이오 장관은 “우리는 김 위원장에게 아무런 양보를 하지 않았으며 그렇게 할 의도가 없다”면서 “완전하고 검증 가능하며 돌이킬 수 없는 비핵화를 향한 확실한 조치가 확인될 때까지 우리의 입장은 변하지 않을 것”이라고 말했다.

Any change in the schedule of the U.S.-North Korea summit could negatively affect the momentum for peace initiated by President Moon Jae-in. The U.S. and North Korea should engage in active last-minute negotiations to finalize the summit topics and minimize the gap on key issues to ensure a fruitful meeting that will lead to peace on the Korean Peninsula.

북미 정상회담 일정이 바뀌면 문재인 대통령이 만들어온 평화 여정에 부정적인 영향을 미칠 수 있다. 미국과 북한은 한반도 평화를 위한 내실 있는 회담을 위해 의제를 확정하고 주요 쟁점에 대한 차이를 최소화하는 등 막판 협상을 적극적으로 진행하기 바란다.
