Prospects for US-N. Korea summit looking up
북미 정상회담 전망 밝아졌다
Three U.S. nationals who were detained in North Korea were released in advance of a summit between U.S. President Donald Trump and North Korean leader Kim Jong-un.
도널드 트럼프 미국 대통령과 북한 김정은 국무위원장 정상회담에 앞서 북한에 억류된 미 국적자 3명이 풀려났다.
Secretary of State Mike Pompeo, who visited Pyongyang again Wednesday to discuss summit plans, brought three Korean-Americans, Kim Dong-chul, Kim Hak-song and Tony Kim, back to the U.S. to be greeted by President Trump and first lady Melania at Andrews Air Force Base. The three prisoners had been jailed for committing “anti-state activities.”
수요일 정상회담 일정 논의차 평양을 방문한 마이크 폼페오 미 국무장관이 김동철, 김학송, 토니 김 등 3명의 한국계 미국인을 미국으로 데리고 돌아왔고 이들을 트럼프 대통령 내외가 앤드루스 공군기지에서 맞이했다. 이들은 적대 행위로 수감 중이었다.
President Trump thanked the North Korean leader before a Cabinet meeting, saying “I appreciate Kim Jong-un for doing this and allowing them to go.” The release is seen as a gesture by North Korea for creating a positive mood ahead of the first-ever U.S.-North Korea summit. Trump has tweeted that Pompeo had a good meeting with Kim and the time and place for the summit have been set.
트럼프는 각료 회의에서 “김정은에게 그들을 풀어준 것을 고맙게 생각한다”며 북한 지도자에게 감사했다. 이번 석방은 역사상 첫 북미 정상회담을 앞두고 북한이 긍정적인 분위기 조성을 위해 성의를 보인 것으로 평가된다. 트럼프 대통령은 트위터에서 폼페오 장관이 김정은과 좋은 만남을 가졌으며 정상회담 시간과 장소가 정해졌다고 밝혔다.
The release clears some of the concerns that had surrounded the summit owing to mounting pressure from the U.S. on North Korea’s disarmament, in addition to other sensitive topics such as the country’s human rights issues. Amid reports of last-minute tension in preparations, Kim was seen visiting Xi Jinping for a second summit following their last meeting in late March to coordinate their positions on key issues such as denuclearization.
이번 석방은 북한의 인권 문제와 같은 민감한 문제들과 함께 비핵화에 대한 미국의 압박으로 인해 가중된 정상회담에 대한 우려를 일부 해소했다. 막판 준비 상황을 두고 긴장이 이어지는 가운데 김정은이 3월말 시진핑과 정상회담을 한지 얼마 되지도 않아 또 다시 시진핑과 회담을 갖고 비핵화에 대한 입장 조율을 하는 것이 목격됐다.
The entire world is relieved to see the three detainees released in good health after the death of American student Otto Warmbier who died soon after returning home in June 2017 from imprisonment in North Korea.
미국 학생 오토 웜비어가 북한에서 억류된 뒤 작년 6월 미국 송환 후 곧 사망한 바가 있어 세 명의 억류자가 양호한 건강 상태로 석방된 데 대해 전세계가 안도하고 있다.
Through diplomacy, Kim has been trying to normalize his country to the world. The release of prisoners is a good step for North Korea in gaining the trust of the international community. Denuclearization is without a doubt the key issue for the Trump-Kim summit, but Pyongyang should continue to do its part to enhance its human rights situation in line with international standards as well.
김정은은 외교를 통해 북한이 정상 국가임을 세계에 보여주고자 하고 있다. 수감자 석방은 북한이 국제 사회의 신뢰를 얻을 수 있는 계기가 될 수 있다. 비핵화가 당연히 북미 정상회담의 핵심 의제이지만 북한은 국제 기준에 부합하도록 인권 상황을 개선하기 위해 계속 노력해야 한다.
In this regard, we urge Pyongyang to also release six South Koreans detained in the North. President Moon Jae-in brought up the issue during his April 27 Panmunjeom meeting with Kim. This will certainly increase the reconciliatory mood created by the Panmunjeom Declaration aimed at officially ending the Korean War and establishing permanent peace on the Korean Peninsula.
이와 관련, 북한에 억류된 우리 국민 6명도 석방하도록 촉구한다. 문재인 대통령은 4월 27일 판문점에서 김 위원장과 정상회담 중 이 문제를 제기했다고 한다. 석방이 이뤄진다면 한국전쟁을 공식적으로 끝내고 한반도의 항구적인 평화를 구축하기 위한 판문점 선언문을 통해 만들어진 화해 분위기가 확실히 살아날 것이다.
Following the positive mood created by the release of the detainees, Trump and Kim should prepare to meet halfway in their negotiations for denuclearization and other issues on the table.
억류자 석방으로 좋은 분위기가 조성된 만큼 트럼프 대통령과 김정은은 비핵화와 기타 의제를 협상하는 데 있어서 서로 잘 타협해나가기 바란다.
