Governor Lee faces daunting task of keeping stability

이주열 총재, 안정을 유지하기 위한 어려운 과제에 직면

President Moon Jae-in has decided to extend the term of Bank of Korea (BOK) Governor Lee Ju-yeol for another four years. The decision carries significant implications as Lee has become the first central bank governor to serve a second term in 44 years.

문재인 대통령은 한국은행 이주열 총재의 임기를 4년 더 연장하기로 결정했다. 이 결정은 이 총재가 44년 만에 처음으로 연임에 성공한 한은 총재가 되었기에 중요한 의미를 함축하고 있다.

Lee’s reappointment certainly reflects President Moon’s commitment to ensuring the BOK’s independence from government influence. It is also in line with his efforts to guarantee the central bank’s neutrality and autonomy in setting and executing monetary policy.

이 총재의 재임명은 정부의 영향력으로부터 한국은행의 독립성을 보장하려는 문 대통령의 공약을 분명 반영하고 있다. 이는 또한 통화 정책을 수립하고 집행하는 데 있어 중앙은행의 중립성과 자율성을 보장하려는 문 대통령의 노력에 따른 것이다.

The government, whether liberal or conservative, has allowed all central bank chiefs to complete their four-year terms since the 1997 revision of the Bank of Korea Act, which stipulates the central bank’s independence. Over the past 11 years, all five governors, including Lee, served out their terms. But only Lee has succeeded in having a second term.

1997년 중앙은행의 독립성을 규정한 한은법 개정 이후, 진보 및 보수 정권 모두 한은 총재가 4년 임기를 마치도록 허용해왔다. 지난 11년간, 이 총재를 포함하여 5명의 총재 모두 그들의 임기를 다 채웠다. 그러나 유일하게 이 총재만 연임에 성공했다.

His extended term has attracted attention as he managed to retain the post despite a change of government — from conservative to liberal — following the impeachment of former President Park Geun-hye. Park was ousted from power in March 2017 due to a massive corruption case.

박근혜 전 대통령의 탄핵으로 정권이 보수에서 진보로 바뀌었음에도 불구하고 총재직을 유지할 수 있었기 때문에 이 총재의 연임은 관심을 끌고 있다. 박 전 대통령은 대형 부패 사건에 연루됨에 따라 2017년 3월 권좌에서 쫓겨났다.
