Good to brace for Fourth Industrial Revolution

4차산업혁명 대비 좋은 방향

The National Assembly has finally passed three long-pending revisions aimed at easing regulations on the use of personal information for research and business purposes.

국회가 개인 정보를 연구와 사업 목적으로 이용하는 데 대한 규제를 완화하는 내용의 데이터 관련 3법을 오랜 진통 끝에 통과시켰다.

The three were among 198 bills the Assembly approved Jan. 9. Even though it was late, the passage of the three data-related bills, which had been pending for more than a year due mainly to partisan wrangling and concerns about possible privacy violations, will hopefully lead to a better ecosystem for businesses handling personal data.

이 3개 법안은 1월 9일 국회가 통과시킨 198개 법안의 일부다. 늦었지만 지난 1년 넘게 계류된 데이터3법이 통과됨으로써 개인 정보를 다루는 기업들에 보다 나은 사업 환경이 만들어지길 바란다.

The bills enable the government, companies and institutions to use personal information, which will be processed to conceal the provider's identity, for research and business purposes.

이 법안으로 인해 정부, 사업체, 기관 등이 개인의 신상이 가공된 정보를 연구와 사업 목적으로 이용할 수 있게 됐다.

Using processed personal data is already common in the United States, Japan and the European Union, and the industrial demand for such data is expected to increase rapidly in the years to come.

가공된 신상 정보의 이용은 미국, 일본, 유럽연합(EU)에서는 이미 흔한 일이며 앞으로 이에 대한 수요는 폭발적으로 증가할 것이다.

For example, these data are crucial for the development of artificial intelligence technologies, and are also essential for financial, healthcare, e-commerce and other industries that are increasingly dependent on big data. In short, we cannot survive in the Fourth Industrial Revolution without nurturing the data industry.

예를 들면 이러한 데이터는 인공지능(AI) 기술 개발에 필수적이며, 빅데이터에 점점 더 의존할 수밖에 없는 금융, 헬스케어, 전자상거래 업체들에 반드시 필요하다. 간단히 말하면, 이러한 데이터산업 없이 4차산업혁명 시대에 살아남기는 힘들다.

So after the passage of the bills, Park Yong-maan, chairman of the Korea Chamber of Commerce and Industry, posted on Facebook, "Hurray! Finally, we've got them." The importance of the legislation cannot be overemphasized for Korea Inc., which, for survival, has to adapt to new industrial trends.

그래서 박용만 대한상공회의소 회장은 법안이 통과되자마자 ‘만세! 데이터 법안 드디어 통과!’라고 페이스북에 올렸다. 새로운 시장 환경에 계속 적응해야 살아남을 수 있는 대한민국의 구조를 생각하면 법안들의 중요성은 더 이상 강조하기 어렵다.

Of course we understand why civic groups opposed the legislation. Their concerns about possible breaches of privacy associated with the bills should not be ignored because this will remain a crucial problem. Aside from boosting industrial competitiveness, the government should pay attention to protecting personal information.

물론 시민단체에서 왜 법안들을 반대했는지 이해한다. 이 법안들과 관련된 개인 신상 정보 누출에 대한 우려는 앞으로도 계속 중요한 문제가 될 것이며 무시돼서도 안 된다. 산업경쟁력을 제고하는 것 외에, 정부는 개인 정보 보호에도 주의를 기울여야 한다.

Expectations are high that the legislation will be a cornerstone in helping South Korean firms enhance their global competitiveness and better prepare for the Fourth Industrial Revolution.

법안 통과로 인해 대한민국의 국제 경쟁력이 높아지고, 4차산업혁명에 대한 준비가 잘 될 것이라는 기대가 높다.

According to the International Institute for Management Development, Korea Inc. placed 10th among 63 companies in the World Digital Competitiveness Ranking last year. The U.S. topped the list for the second consecutive year and Singapore was second, Hong Kong eighth, China at 22nd and Japan 23rd.

지난해 스위스 국제경영개발연구원(IMD)이 발표한 디지털경쟁력 순위에서 한국은 조사 대상 63개국 중 10위를 차지했다. 미국이 2년 연속 1위를 차지했고, 싱가포르가 2위, 홍콩이 8위, 중국은 22위, 일본은 23위였다.

Deregulation is the key to preparing for new industrial trends and increasing the country's global competitiveness. The passage of the three bills was a step in the right direction.

규제 완화는 변화하는 시장 환경에 대비하고 국제 무대에서 경쟁력을 가지는 데 매우 중요하다. 이러한 의미에서 법안 통과는 올바른 방향이다.
