The education ministry decided Monday not to grant regular employee status to teachers with contract-based or part-time positions.
교육부가 계약직 교사와 기간제 교사의 정규직 전환이 불가하다는 결정을 내렸다. 약 4만명 정도 교육공무원이 그 대상에 해당된다.
The announcement was a huge blow to the teachers who had hoped to attain regular status during President Moon Jae-in’s term, given his special focus on eradicating the social disparity faced by numerous irregular workers.
문재인 대통령이 수많은 비정규직 노동자가 겪는 사회적 불평등을 해소하는 데 특별한 관심을 가지고 왔다는 걸 감안하면, 문 대통령 임기 중 정규직 신분을 얻을 것으로 기대한 교사들에게 이는 매우 실망스러운 소식이다.
The government was wrong to rush the conversion to regular teacher status without making meticulous preparations. The President got their hopes up when he announced an “era of zero irregular workers” in the public sector during his visit to Incheon International Airport.
철저한 준비 없이 성급하게 정규직 전환을 추진했던 정부에게 잘못이 있다. 대통령은 취임 후 첫 외부 행사 차 방문한 인천공항에서 “비정규직 제로 시대”를 열겠다고 선언해 비정규직 교사들의 희망을 부풀린 것이다.
The irregular teachers are right to be frustrated, but it is time to check whether the status conversion is reasonable and plausible. They have claimed that they should be given regular status because they shoulder the same teaching and administrative load as regular teachers.
그러나 비정규직 교사들이 화가 난 것은 이해가 가지만 그들이 요구하는 것이 정당하고 가능성이 있는지 생각해 볼 필요도 있다. 그들은 수업과 행정 업무를 정규직과 동일하게 하고 있다면서 정규직 신분을 받을 권리가 있다고 주장한다.
Under the relevant law, only those who have passed the state exam for teacher certification are entitled to permanent job status and pensions. Therefore, the ministry’s decision is inevitable when considering the vital importance of maintaining fairness in the recruitment of teachers.
관련법에 따르면 교사 자격증을 취득해야만 정규직 신분과 연금 등을 받을 자격이 주어진다. 따라서 교육부의 결정은 교사 임용 과정의 형평성을 철저하게 유지해야 할 중요성을 고려하면 합리적이라고 볼 수 있다.
